Closes #26

There is now a is_pre flag

  1. We allow pre-releases if the flag is on (should only be for latest python)
  2. We force our dependency overrides if the flag is on (i.e., so it's not just pre-release but also past the pre-release to handle overriden deps)
  3. A new issue title is checked so that we don't spam people when this PR is merged (and because we need a new title anyway)

Maybe the name should be changed to reflect the override situation?
