What does this PR do?
Previously, passwords could be specified that were as short as 8 characters, and the default value was 13. Now, the default value is 20, and manually specifying a lower value will cause an info-level message indicating that the password will be length 20 instead. This is a precursor to eventually raising the hardcoded minimum to 20, which will be done in a few months' time per the deprecation guidelines.
