About the jq error, I have not seen that before. My first hypothesis would be that maybe it comes from this line:

gce-github-runner/action.sh

latest_ver=$(curl -sL https://api.github.com/repos/actions/runner/releases/latest | jq -r '.tag_name' | sed -e 's/^v//')

I don't know why would that line fail. You could test this hypothesis by setting the runner_ver to say 2.330.0:

runner_ver: "2.330.0"
