The fetch enable currently does not provide a lot of value and since JTAG is required to load a program anyway (no autonomous boot), it makes sense to switch to a bootrom with a wfi trampoline instead.
Additionally, this frees up a significant number of SRAM words which were previously used by the crt0.S (around 70 instructions). This space can now be used for user applications.
