ptest regression happening in buddy build

The ptest is regressing because the patch is meant for version 2.4.9. When I attempted to upgrade to 2.4.9 #15429, the build succeeded, but the pipelines kept getting stuck after several attempts. Then, I tried building 2.4.9 with this patch #15602, and both the build and ptest passed, but I still need to check the pipeline behavior.
