Code Review

This pull request updates the com.google.api.grpc:proto-google-cloud-trace-v1 dependency from 2.82.0 to 2.83.0. The change is a simple version bump. I have added one comment suggesting an improvement to the project's dependency management strategy for better long-term maintainability.

<groupId>com.google.api.grpc</groupId>
<artifactId>proto-google-cloud-trace-v1</artifactId>
<version>2.82.0</version>
<version>2.83.0</version>

The version for this dependency is hardcoded here and also in google-cloud-spanner/pom.xml. To improve maintainability and ensure version consistency across modules, consider managing this dependency's version in the <dependencyManagement> section of the parent pom.xml.

For example, you could add the following to the dependencyManagement section of the root pom.xml:

<dependency>
  <groupId>com.google.api.grpc</groupId>
  <artifactId>proto-google-cloud-trace-v1</artifactId>
  <version>2.83.0</version>
</dependency>

After this, you can remove the <version> tag from this dependency declaration in the module POMs.
