The build job is run for amd64 and arm64. However not all bazel dependencies are available for arm64 and thus these checks can only be run on amd64.

We should enforce that all files have proper copyright headers as expected by the projects. Also formatting should be consistent.
This is an alternative to #78, because we have already some checks implemented in bazel. From the pre-commit interface both pull requests are identical.
However I noticed that the bazel checks do NOT enforce copyright headers in
.yaml/.ymlfiles. In addition to that this only works on AMD64.Previous version of this PR is elektrobit-contrib#2 which I was not able to redirect to upstream.
