Add prek-based pre-commit setup and normalize whitespace

Description

Introduce a prek-driven pre-commit workflow with a shared config, update development docs, and remove the legacy hook script. Also applies the whitespace/EOF fixes produced by running prek run -a after enabling the hooks.
