Reviewed everything except [sd]blat[23].f testing routines. I'll try to look at those later. Only issue I saw was Doxygen groups.

This PR includes some new blas 2/3 subroutines of real skew-symmetric matrix.
It is a split version of pr #1049 to provide a finer resolution. The naming scheme has been changed according to the discussion.
