Add guidance for cross-repository documentation issues

This PR addresses the issue where users encounter broken authentication links in other Microsoft documentation repositories and need guidance on alternative resources and reporting channels.

The specific problem reported was an infinite login loop when accessing the "Windows Authoring Guide" link (https://review.learn.microsoft.com/windows-authoring-guide/?branch=main) from the win32 repository's CONTRIBUTING.md file. Users were unable to report this issue in the win32 repository due to disabled Issues and Discussions.

Changes Made

Added a new section "Issues with other Microsoft documentation repositories" to CONTRIBUTING.md that provides:

• Alternative working link to the Microsoft Learn documentation contributor guide
• Guidance to report cross-repository issues in this repository when target repositories don't have Issues enabled
• Reference to Microsoft Q&A platform for community support

This is a minimal 8-line addition that doesn't modify any existing content but provides valuable guidance for users who encounter similar authentication or link issues in other Microsoft documentation repositories.

The solution ensures users have working alternatives and a clear process for reporting cross-repository issues, addressing the root cause that led to this issue being reported here.
