Setup for docker

These changes allow for running locally via docker or docker-compose.

The config file setup is not ideal, the only change is to set the redis host to redis (which is where it is found on the docker network).

Suggestions welcome.

Hi there :)
This code is looking fine for me. Maybe you should rename the config.docker.yml adding a .example to the end.
Have you tested this and does it work with the current version of OWAPI?
Does it work with redis as well?
