This PR adds the required [tool.azure-sdk-conda] metadata section to the pyproject.toml file for the azure-ai-textanalytics package in the cognitivelanguage SDK directory. This metadata is required by the Conda release infrastructure for packages that have stable versions on PyPI and is enforced by CI checks.
