.NET Core / Standard

Target .NET Standard (probably netstandard1.6) to allow use with .NET Core.
Much / all of the work has already been done in the ModulusChecker.NetCore and I don't see much benefit in maintaining two versions considering it is already requires .NET 4.6.2.
