Copilot Chat page scrolling #286841

Copilot Chat windows are implemented as workbench webviews, so they don’t inherit the editor scrollbar behavior controlled by editor.scrollbar.jumpOnClick. That setting only affects the code editors you saw working.
Some chats have whole stacktraces pasted and using the page up/page down doesn't work and gets stuck. Only way is to scroll. And when I have a long change and I'm looking for something, using the scroll mouse gives me a cramp. The whole experience on a long chat is terrible on wanting to scroll page by page instead of jump scrolling on scrollbar clicks.
