[enhancement]: Azure App Service Management should add release annotation when swapping slots #21632

In our applications we deploy to a staging slot first (using AzureRmWebAppDeploymentV4) and then later swap with the production slot in a separate job (using AzureAppServiceManageV0). The deployment task adds a release annotation, which is great. However, the slot swap may occur several hours after the deployment. It would be nice if the slot swap operation also added a release annotation that was visible in App Insights.
