add_project_item adds random external issues to project

The problem is the item ID is not the issue number (it is the actual id of the issue), and given you can add issues from any repo to projects, the issue number alone can't work. Thousands of repositories can have their own issue #113 for example.

I agree that it's not ideal, and alternative to explore might be changing the interface to accept owner/repo plus issue/pr number.
