Can send prompt when tool approval is waiting

Describe the bug
Maybe it is Emacs specific bug, not sure.
But I have noticed that from time to time there is still tool approval waiting before my last user prompt.

Expected behavior
Until all tool calls are approved / rejected, user shouldn't be able to send any message.

Not sure I got, why you think that's expected? after we allowed to queue prompts, we allow queue anytime

It is not being queued, LLM answers and the tool call is still waiting (and can be approved anytime).

Here I wrote pokracuj while the tool_call has never finished or produced approval.

I can't repro that asking to run sleep 1 and during wait, when I send a prompt it queues, after approving the tool and finished then eca sends the queued prompt, which looks correct.
Not sure when/how that bug happens
