cant delete it properly

Deleted via package control but it's still working, either i cant disable it in "package control: disable/enable package" menu

is there a way to uninstall it without sublime text reinstalling?

This plugin changes the color scheme you are using, when uninstalling the old color scheme is not put back. You need to determine what color scheme you are using, find its location and rename the theme.sublime-color-scheme.chback file to theme.sublime-color-scheme (with theme matching your theme name). Normally uninstalling the theme should do this but it doesn't...
