I can't customize the taskbar

I was trying to customize the taskbar but it doesn't do anything for me. I modify some settings, click on OK and then I get a message saying to exit the program and run startmenu.exe. I have tried doing that but it doesn't work. I see that the windows menu is modified and it looks amazing, but the taskbar will not change. I am using Windows 11, can anyone help me with this? Thank you!! :)
