Add Docker support for easier local setup

Hi Sir,

I would like to add Docker support to the project to make setup easier for contributors.
This will include:

• A Dockerfile for development
• A .dockerignore file
• Instructions in the README on how to run the project using Docker

This will not affect the existing setup and will be optional.

Please let me know if I can proceed with this contribution.
