tk-devel doesn't exist in rhel 8 #10

When building the odtk-runtime image, I get the error that tk-devel can't be found. Notably, searching on pkgs.org shows that tk-devel is only available on rockylinux:8 or rhel 9.

To resolve this, I switched to rockylinux:8 and added a few lines to fix the diff between RHEL 8 and rockylinux:8. Specifically, I ended up with:

    echo ${PYTHON_MINOR_VERSION}; \
    yum update -y; \
    yum -y install dnf-plugins-core; \
    yum config-manager --set-enabled powertools; \
    yum -y install gcc make tar findutils openssl openssl-devel; \
    yum -y install bzip2-devel libffi-devel tk-devel; \
    yum -y install zlib-devel ncurses-devel sqlite-devel libnsl2-devel; \
    yum -y install readline-devel gdbm-devel libpcap-devel xz-devel; \
    yum clean all; \
    rm -rf /var/cache/yum
